Biographical data 

sKa ba’ dPal rtsags, Cog ro Klu'i rgyal mtshan, rMa Rad na ya kra and others were translators in the time of the btsan po Khri Srong lde brtsan (ms. PT 149 l. r6). 

Following the order of the mnga' bdag rgyal po dpal lha btsan po (Khri gTsug lde brtsan according to Richardson 1992 p. 6), the Indian scholar (mkhan po) theg pa chen po dbu ma pa gNya' na gar ba and the zhu chen gyi lo tsa pa dge slong Cog ro klu 'i rgyal mtshan, translated [religious texts in Tibetan] (IOL Tib J 637 l. 67r1-2).

According to Klong chen rab 'byams pa Dri med 'od zer, lCog ro Klu'i rgyal mtshan came from a place named Dar sgong of Shab in Ru lag, his father was lCog ro rGyal 'byung and his mother was 'Bro bza' mDzes ma ("the beautiful lady of 'Bro" see Kun mkhyen Klong chen rab 'byams kyi gsung 'bum bzhugs so 3/26Klong chen rab 'byams ; dPal brtsegs dpe rnying zhib 'jug khang. - Beijing : Krung go'i bod rig pa dpe skrun khang, 2009. p. 205).  

According to rBa bzhed (2010ed. p. 291), his sister (sring mo) was "Cog kru za dPal gyi ngang tshul" (e. g. queen Cog ro bza' dPal gyi ngang tshul, the spouse of Khri gTsug lde brtsan, who was accused of having an affair with Bran ka dPal gyi yon tan after being slandererd by dBa's rGyal to re stag snya, see among others mKhas pa lDe'u 2010ed. p. 340-342, Nyang Nyi ma 'od zer 2010ed. p. 395-396, Klong chen 1991ed. p. 383, rGyal rabs gsal ba'i me long 2005ed. p. 233 ; transl. in Sørensen 1999 p. 425-426).

In the bKa' thang sde lnga, Cog ro Klu'i rgyal mtshan is said to know the language and script of U rgyan (bKa' thang sde lnga 2011 ed. p. 327).

sKa ba’ dPal rtsags, Cog ro Klu'i rgyal mtshan and ban de sNa nam zhang Ye shes sde are often united under appellations such as "ka cog rnam 3" (dBa' bzhed 2010 ed. p. 48) or "ka lcog zhang gsum" (Ne'u pandita 2005 ed. p. 24). 

According to Padma bka' thang, under the reign of Khri Srong lde brtsan, Ka ba dPal brtseg and Cog ro Klu'i rgyal mtshan worked on translations with Pad ma sam ba ba while ban de Ye shes sde worked with mkhan po Bo dhi sa tva (Padma bka' thang ch. 70, 1996 ed. p. 412-413). 

According to the dBa' bzhed, the three translators Ka ba dPal brtseg, Cog ro Klu'i rgyal mtshan and ban de Ye shes sde (ka cog rnam 3) worked on new translations and revised the old ones under the reign of Khri gTsug lde btsan Ral pa can (dBa' bzhed 2010 ed. p. 48 also Wangdu, Diemberger, Sørensen 2000 p. 90, also in Sa skya bSod nams rgyal mtshan's rGyal rabs gsal ba'i me long 2005 ed. p. 227, Sørensen 1998 p. 412).
